1.- Introduction

The man is a political animal from nature, as we become more “evolved” in the chain of evolution we have more complex relationships with the societies that surround us, so we needed to develop a system in which a society will deal with problems and find the most efficient solution to the national and international issues.

Many times inside of this tangled web of hidden truth and hypocrisy, most of the times we don’t have a clear and verifiable reality of how are the wheels turning or what makes them turn, even if we are inside of the organizations, it’s very difficult to find out what is really happening and who is the puppet master behind the curtains.

This paper will show the news of the communist movement in Latin America and the outside and inside part of the story.

Philip Agee was a C.I.A. agent that was sent by the united states government in the 60’s to Ecuador, as it was the time of the cold war and the tensions between the communist and democratic systems (represented by USA and URSS respectively) were rising, the US saw the red wave as an imminent threat to the Americas if we had a communist government inside of the continent, they had a view that the system of government would extend as a disease and eventually overcome all of the Americas.

The time came to decide the future of Cuba, after Castro had taken over the country and had seized billions of dollars worth of US investment in Cuba and make it part of the state system, the united states through a decree wanted to kick Cuba out of the OEA and impose an embargo which stands up to this day, in order to pressure the country to change government and the US investors would get the money back and to avoid missile crises that would endangered the existence of United states.

As USA was not sure that their political pressures will make effect in the Latin American countries, that needed to vote in favor of that resolution against Cuba and in favor of USA, they made a campaign of anti-communism in many Latin American countries to make the people feel angry at the defenders of this cause, they would perform that by infiltrating to national rallies and pass as communists and do vandalistic acts generating hatred against the groups that they were supposedly representing.

Here in Ecuador, there were many infiltrators in those rallies and they were financed by the US ambassador in Ecuador that gently gave the cause a considerable check of $8’000.000 USD.

The strikes were getting bigger and bigger and the USA made an agreement with the Social cristianos, that there was a CIA agent inside of the political party, called Renato Perez.

The following groups participated in rallies against the communism in America:

· Frente de defensa


· Liberales

· Conservadores

· Social cristianos



By January 1962, an agent called Noland was paying the leaders of the social groups in order to created an artificial movement against communism.

The conference of Punta del Este was in progress and it didn’t go as the US had planned it to go and because there were many countries that opposed the sanctions given to Cuba, one of the abstentions was of Ecuador.

The resolution of the conference gave as a result the following decrees:

· The adhesion to the Marxist Leninist movements inside of America it’s incompatible with the interamerican system and it breaks the unity and solidarity of the hemisphere.

· The Cuban government is identified as a Marxist Leninist government and it breaks the unity and solidarity

· This incompatibility makes Cuba excluded from the Latin American system

· The OEA should abide these laws as soon as possible.
